Why Most Governance Programs Fail

The failure isn't tooling. It's the absence of a human layer — the roles, accountabilities, and decision rights that make tooling investments pay off.

Getting Started: The Minimum Viable Program

Avoiding these failure modes does not require a massive rollout. Start with three people:

  • One domain steward in your highest-priority data domain
  • One data engineer

Pick the domain where data quality problems cause the most visible business pain — that is where quick wins live and where executive attention is easiest to sustain.

Define three quality KPIs for that domain using the dimensions described above. Establish a monthly review cadence where the steward presents quality trends to the sponsor and the engineer reports on implementation status. Keep meetings short and focused on decisions, not status updates.

Then resolve five data issues end-to-end. Document every decision — who identified the problem, who approved the fix, who implemented it, and how quality scores changed afterward. Those five resolutions become your template, your proof of value, and your case for expanding to the next domain. They also train the organization on what stewardship looks like in practice, not in theory.

Stewardship programs earn trust by solving real problems visibly. The catalog, the lineage tool, the data mesh architecture — they pay off only after this human layer exists and has demonstrated it can deliver measurable improvement.
